Project Management Contractor (PMC) provides service for oversight of the performance of one or more contractors. PMC, with required qualification, qualified personnel and experience, acts as representative of or in cooperation with client to assist client in project planning, feasibility study development, project definition development, project scheduling, financial arrangement approach preparation as well as project quality, schedule and cost control during project execution term in respects of engineering, procurement, construction and commissioning to ensure success of a project. PMC is normally applied to large size project. Bechtel, SEI and Foster Wheeler formed a joint venture in 2000 to be the project management contractor for CSPC Petrochemicals Project (a project jointly invested by China National Offshore Oil Corporation and Shell). This project (including a 800,000T/A ethylene plant) was located in Huizhou, Guangdong Province with more than USD 40 billion total installation cost. In general, the responsibilities of a PMC are:
To be as a representative and an extension of client to cooperate fully with clients to ensure realization of all targets;
To complete basic engineering and organize bidding activities for EP/EPC packages;
To complete +-20% estimation during different project execution phases;
To develop basic engineering and obtain government approvals (applicable in P.R.C);
To provide supports for financing arrangement;
During project execution phase, PMC, on behalf of client, manages and supervises activities for detailed engineering, procurement and construction;
PMC directly involves in commissioning & start-up as well as assists clients in performance test.
A joint venture composed of Bechtel, SEI, and Foster Wheeler provided PMC services to the Nanhai Petrochemicals Complex Project located in Huizhou, Guangdong Province. This was one of the first projects in China applied PMC management with world wide best practices. The management concept, management methodology, and management level presented by SEI in this project was highly recognized.

In 2006, the project won the Excellent Project Management Award, granted by China Exploration & Design Association and China National Association of Engineering Consultants.
Fujian Integrated Project
(1) PMC Services for Fujian Integrated Project: The project was jointly invested by SINOPEC Group, Fujian Petrolchemical Gorp., EXXON MOBIL, and Saudi Aramco (AOC). The capacity of the project was 12,000,000 t/a refinery and 800,000 t/a Ethylene Complex. The PMC Contractor was composed of SEI and ABB Lummus where SEI played a leading role. This was the time for SEI to play a leading role in PMC services for a large-sized project.
(2) EPC Services for Fujian Integrated Project: This is a large-sized oil and chemical integration project invested by four parties from three countries. SEI played the roles of project planner, PMC contractor, and EPC contractor for Ethylene Plant, PX Plant, PP Plant, CDU/VDU. In addition, SEI provided engineering services for existing refinery revamping, existing utility and offsite revamping, and grassroots utility and offsite.
