SEI was one of the fist engineering based companies to perform EPC projects approved by the state. For over 50 years, the company practiced matrix system for project management and follows international practice in respects of schedule, cost, material, and quality control in performing EPC projects both at home and abroad.
EPC contracts are normally performed under the following three modes：

Qingdao Refinery Project was the first one with single train crude distillation capacity of ten Mt/a within SINOPEC. The process scheme for the project was composed of total 16 process units based on the configuration of Delayed Coking + RFCC + CFB Boiler + Hydrogen Production, processing a crude blend of 50:50 Arabian Light and Arabian Heavy. SEI’ EPC scope of work included the 10,000,000 t/a Crude and Vacuum Distillation Unit, the 3,200,000 t/a VGO Hydrotreating Unit, the 2,900,000 t/a RFCC Unit, Sulfur and Mercaptan Removal Unit, the 2,500,000 t/a Delayed Coker Unit, the 200,000t/a Polypropylene Plant, the 120,000 t/a MTBE Unit, and the utilities and infrastructures. The Mechanical Completion was finished on December 31, 2007. On May 24, 2008, the whole refinery was put into operation and the on-spec products were produced. All units were successfully put on stream on their first start-up. The project showcased the development of Chinese refining technologies and the latest achievements of project management for large sized single train project
Shenhua Direct Coal Liquefaction Project was the first commercial installation in the world for direct coal to liquid (CTL) process. It was significant for ensuring China’s energy strategy security. The EPC Contract for this demonstration plant was signed on December 31, 2005. The scope of work included a direct Coal Liquefaction Unit, a T-Star Unit, a Hydro-upgrading Unit, and a Light Ends Recovery Unit, which are the core units of this project with the largest capacity in the world. After 3 years, the coal feed was introduced to the unit and in on-spec products were obtained in 16 hours. The whole plant successfully passed the inspection during the continuous run of 168 hours. The plant not only smoothly passed the initial period when the coal feed was first introduced, but also experienced a safe run of 72 hours when diesel was produced. The successful start up of this project not only demonstrated that the Chinese proprietary technologies are feasible and state-of-the-art, but also laid the foundation for the leading position of China in the engineering field of Coal to Liquid
The EPC Contract of the Hainan Refinery Project signed on November 16, 2004. SEI’s scope of work included 12 process units (such as the 8,000,000 t/a Crude Distillation Unit, the 2,800,000 t/a Resid Fluid Catalytic Cracking Unit, the 3,100,000 t/a Resid Hydrotreating Unit), intermediate storage, products storage, utilities and offsites, commissioning and start up assistance. After two years hard work, the mechanical completion of the project was finished on July 20, 2006. On September 28, 2006, the refinery was put into successful run at its first start up. This project was awarded the “Golden Key EPC Project” by the state.
